A man was charged with having heroin and another with stealing a video surveillance system — identified from surveillance video, according to court and police records.

Nathanial Garrett Babcock, 28, of Florissant, was charged with possession of a controlled substance. Richmond Heights police responded to a call of an intoxicated person on November 25, 2016, at South Hanley Road and Dale Avenue. The officer pat-down revealed a bulge in Babcock’s pants that the officer recognized to be a spoon and syringe. Babcock admitted he had a syringe in his pants. He allowed the officer to remove the syringe, which contained a brown liquid. Babcock admitted using the syringe to shoot up Percocet and oxycontin to get high. The police lab confirmed it to be heroin.

Billy Stephens, 24, of Waterloo, IL, was charged with his fourth stealing offense since 2012, after stealing a First Alert video surveillance system from Menards in Richmond Heights on November 28, 2016. He was identified from surveillance video of the theft.

Geometta Jones, 34, of St. Louis, on January 11 at 7447 Dale Avenue, was seen hitting and breaking a sprinkler head owned by the city of Richmond Heights. The damages were more than $750. She was charged with first degree property damage. 7447 Dale Avenue is the location of the Richmond Heights Police Department.
