The victims say 31-year-old Kyle Noonan, of St. Louis, rear-ended their Dodge Charger on I-270 with his Jeep Wrangler and continued the road rage onto I-64. It ended when they took refuge at the Richmond Heights Public Safety building.

A battalion chief restrained and arrested Noonan, who was charged with DWI and traffic violations. He was later released on $950 bond.
