Following public opposition to Culver’s’ original plan to route traffic onto Oakland Avenue as well as Manchester Road, representatives returned to the Manchester City Council meeting on Tuesday with a revised plan, with the two entrance points on Manchester and none on Oakland. They also said the revision would save four oak trees along Oakland that would have been removed with the original plan. The new Culver’s would be on 7606 Manchester Road—the former Steak ‘n’ Shake location.
The council gave the plan two ‘yes’ votes with the final vote to come at the next meeting on September 8.

The council also heard a presentation by a representative of Discovery Works Collaborative on the group’s research (review in meeting packet, pages 34-35) into voters and communications in the April 2026 election regarding Prop M, which fell short of the needed 4/7s majority by about 50 votes. The group looked into previous propositions, and did a ward by ward analysis.
City Manager Amber Withycombe stressed the need of the renovations. (See her memo to the council in the meeting packet, pages 22-24.). The council discussed when to bring back the proposition before the voters.
There was also an announcement for a special council meeting on August 18 at 7 p.m. for a Walmart presentation on a proposed use of drones for local deliveries. A resident who lives near Walmart spoke in opposition to drone delivery, saying there are houses 200 feet from Walmart, and that drones are loud and annoying. He said the store is not a distribution center.
