Brentwood BOA discusses apartment proposal; developer optimistic

Brentwood officials on Monday heard the first reading for rezoning the northwest corner of Manchester and Hanley roads to accommodate a proposed six-story, 80-unit apartment complex.

Mayor Chris Thornton said the beginning of the discussion that any questions not about rezoning would be out of order and not allowed.

The little more than two acres would be rezoned from PD (planned development) to UD (urban development), which would allow greater density.

The aldermen will be asked to vote on rezoning at the next meeting, before seeing the site plan. City consultant planner, Todd Streiler, said UD zoning does not require an approved site plan before zoning approval. The site plan will be considered at future planning and zoning meetings, and eventually by the board of aldermen.

The developer, Gary Hassenflu was at the meeting but wasn’t called on to answer questions. Thornton said he preferred that Streiler answer the zoning questions.

Outside the meeting, Hassenflu said he has had four or five meetings with city staff.

“The actual planing commission members have spent a lot of time going through our plans, making suggestions, it’s been very interactive,” he said. “We’ve had to work around a lot of obstacles, but so far all agents have been cooperative that we’ve been talking to.”

He said between with the appearance, fencing and “things like that,” he’ll make sure there’s no issues with the neighbors behind it, on Fawn Court.

The plan has changed from a four-story to a six-story development, and moved to the eastern third of the property because of restrictions to the west, such as a flood zone and an MSD easement.

Planning and zoning site plan review subcommittee was set to vote on the site plan at its March 30 meeting.
