“Mail-in ballots must be returned by mail in the provided envelope, with the statement on the envelope signed and witnessed by a notary.” What this means is that the Notary never actually views the ballot itself.

What a wonderful idea. I applaud the folks at Christ Church for doing this. Unfortunately, Missouri is one of the regressive states that require some of the absentee ballots to be notarized. Not all of the states do. It is simply another impediment that makes voting more difficult for people who we should be trying harder to help.
