Maplewood City Council at its March 14 meeting approved the lowest bid, from four received, to resurface the streets selected for the 2017 Capital Improvements Project.

E. Meier Contracting won the decision with its bid of $668,442. The high bid was $985,730, according to the meeting agenda.

Meier will put down new concrete surfaces on Moller and Rule avenues and Laclede Station Road from Manchester to Burgess. Alicia Avenue, Alicia Court, Circle Drive and Williams Court will receive new asphalt. New sidewalks and handicap ramps will be built on Lohmeyer Avenue, Oakland (near the ECC), and Marshall and Lanham avenues.

See Maplewood’s Street Ratings map., which rates streets from one (worst condition) to 10 (best). Both Moller and Rule avenues (below) are rated a three.

  1. Our street is a 2 and is traveled by many because it connects Big Bend to Bellevue directly. It is the second block of Richmond Place. The forst block was repaved several years ago. Our block was just as bad back then and now is terrible. What do we need to do to be considered for repaving?

    • I saw that and was wondering as well. It somewhat defeats the purpose of having a system if you don’t do the “worst first” approach. But even in a pretty good system that MW has, there is some room for discretion to be used. Here are some of the considerations I came up with…
      – A street rated a 3 is drive-able but a bit rough so it is still not an emergent repair.
      – A street rated a 4 that gets heavier traffic than a street rated a 3 and may need repair sooner by the end of the year.
      – If there are alternative streets running parallel to the one that needs improvement that can be driven then that might lessen the urgency as well.
      – There may be a desire to spread out construction across multiple areas to lessen the impact of a single area
      – There may be a desire to consolidate construction in an area that has been neglected for a while.
      – There may be a larger project planned for the street in the coming year. So streets that are rated a 3 and have parts rated a 4 will all be taken care of next year when they can afford to do the entire street.
