The City of Richmond Heights found its new assistant city manager in Ferguson.
David Gipson was Richmond Heights assistant city manager since January 2012, and left in March to be assistant city manager in Wentzville.
Richmond Heights hired Ferguson interim city manager Pam Hylton as its new assistant city manager. She was Ferguson assistant city manager before being appointed interim manager a month ago.
Her first day of employment for Richmond Heights will be May 18.
In addition to managing the the city’s performance measurement data analysis and helping prepare the annual budget, Hylton will oversee the city’s public relations, human resources, information technology and a wide array of special projects. She will make $80,000 a year in Richmond Heights, according to the St. Louis Post-Dispatch.
“Ms. Hylton was the top candidate with an impressive track record as an experienced assistant city manager in the St. Louis region,” City Manager Amy Hamilton said in the city press release. “Her technical knowledge, professional experience and warm personality will fit Richmond Heights seamlessly.”
Hylton has a master’s degree in public administration from Southern Illinois University – Edwardsville and a bachelor’s degree in political science from the University of Missouri – Columbia.

Ms. Hylton is not mentioned in the DOJ report. Not all Ferguson employees are bad.
