City Council meeting: liquor licenses, flag policy, new house construction approvals

At its Jan. 13 meeting Maplewood City Council voted unanimously to approve a request for a liquor license for the Sports Bra, at 7344 Manchester Road. Co-owner Heather Hill said prior to the meeting she’s hoping to open in March or April — still waiting for all the permits to begin construction.

Also on the agenda was a public hearing for a liquor license by Julius Phillips, in the 7100 block of Manchester Road. Phillips wasn’t at the meeting so there was no hearing, but 40 South reached Phillips by phone earlier; he said has extra space that could be used occasionally for events, and would like the liquor license for those times.

The council passed a revised flag display policy, noting that the United States flag can only be lowered by order of the President or Governor. See the policy on pages 19-21 of the meeting packet.

In the staff and council reports Mayor Greenberg said there had been a meeting of the mayors and city managers of five municipalities, including Maplewood, to talk about combining services to reduce redundancies.

Also City Manager Amber Withycombe said she had submitted the Zoning Administrator’s Report to Plan and Zoning. According to the report the Board of Adjustment has approved three requests for variances from city ordinances that limit the size of new house construction and also additions.

  • 3432 Commonwealth Avenue — construction of a new 2,350 square foot home — 722 square feet over allowed in ordinance. 5-0 approval. The design proposal in the Design and Review agenda for the new home at 3432 is a placeholder, and not the actual design, according to a city staff member. A large tree has already been removed; tree removal doesn’t require a permit.
  • 7523 Flora Avenue — construction of a new approximately 2,400 square foot home on a currently empty lot— 654 square feet over allowable. 4-1 approval.
  • 7521 Flora Avenue— construction of a 1,500 addition to the existing 784 square foot home. 1,000 square feet over the allowable. 4-1 approval
  • 2556 Florent Avenue, MRH School District was denied a request to place a shed within the 5-foot setback. 3-2 denial.
